Citizen Observer Program

About the Program

The Mount Dora Police Department Citizen Observer program was started in 2004. It is comprised of citizen volunteers who commit their time to helping the Police Department fulfill its responsibilities in making Mount Dora a great place to live. Its primary mission is to be an extra set of eyes and ears for our police officers. Our Citizen Observer volunteers patrol the neighborhoods and business areas of Mount Dora looking for unusual, unsafe, or suspicious circumstances. They are trained to radio or call our dispatch center with the information. Our Citizen Observer volunteers also help with directing traffic at accident scenes, working special events, and miscellaneous duties. They remain in an on call status, ready to respond to unforeseen emergencies.


  • U.S. Citizen
  • Minimum age: 21
  • High school graduate or G.E.D. certificate
  • Possess a valid driver’s license for at least one year
  • Good physical condition
  • Good moral character
  • No felony convictions
  • No misdemeanor convictions involving moral character, perjury or false statements as outlines in the Florida Statutes.


Training for Citizen Observer volunteers may include, but is not limited to:
  • Limitations of authority
  • Appropriate written directives
  • Chain of command
  • Patrol techniques
  • Radio protocol
  • Professionalism
  • Traffic procedures
  • General duty responsibilities
  • Reports and forms
Our volunteers are assigned to ride with a police officer for a Field Training Program for a total of 24 hours to become fully aware of the daily patrol function of the police department.


Citizen Observer volunteers are fully provided with uniforms, traffic vests, radios, flashlights, and other necessary equipment.

Selection Process

Each selected applicant must successfully complete the following:
  • Application Review
  • Oral Interview
  • Polygraph Examination
  • Background Investigation
  • Interview with Chief of Police
