Building Height Advisory Committee

Intent

It is the intent of the City of Mount Dora City Council that it will not make any revisions to the existing height limitations as set forth in the City of Mount Dora Land Development Code as of the Effective Date of this Resolution, until such time as the Advisory Committee has accomplished its purpose and delivered a final recommendation to the City of Mount Dora City Council or until the Sunset as set forth herein, whichever occurs first. This provision shall not in any way operate to prohibit the City from processing and considering a complete application for a zoning change or other development order which involves building height.

Purpose

It shall be the purpose of the Advisory Committee to review and evaluate the existing City of Mount Dora building height restrictions and make recommendations for necessary revisions to the building height permissions and/or the ability or inability to secure a variance, PUD zoning or other condition for deviation from such building height limitations which would result in a development order upon approval or denial of a request.  

Responsibilities

The Advisory Committee shall meet as frequently as deemed necessary by the Advisory Committee in order to accomplish the purposes set forth herein.

Membership

The Advisory Committee shall consist of thirteen (13) members. The Advisory Committee members shall be appointed to serve at the pleasure of the City Council as follows:

Seven (7) Members. Each City Council member shall appoint one (1) representative whom he/she believes to be the best suited individual to serve on the Advisory Committee so long as each such individual:

  • Has submitted the appropriate application to the City Clerk.
  • Is a citizen of the City of Mount Dora, residing in the City of Mount Dora city limits and who remain as such throughout the Term of the Advisory Committee.
  • Is also a registered elector in the City of Mount Dora and who shall remain as such throughout the Term of the Advisory Committee. 

Each motion for appointment of the seven (7) council representative members shall be confirmed by majority vote of a quorum of the City Council.

Six (6) Members. The remaining six (6) members shall have prior professional experience or current experience as an architect, an engineer, a general contractor, a subcontractor, a planner, a realtor or such other professional with experience relevant to the purposes for convening the Advisory Committee, as evidenced by the appropriate application which has been submitted to the City Clerk.  In addition, each such individual shall either:

  • Be a citizen of the City of Mount Dora, residing in the City of Mount Dora city limits, and who shall remain as such throughout the Term of the Advisory Committee.
  • Own a business with the principal operations being conducted in the City of Mount Dora city limits and which shall remain as such throughout the Term of the Advisory Committee.

The City Manager shall select all six (6) members based on the applications submitted to the City Clerk. All six (6) professional members shall be confirmed by majority vote of a quorum of the City Council.

Term

Each member of the Advisory Committee shall serve without commission or honorarium, at the pleasure of the City Council, until such time as the Advisory Committee has accomplished its purpose and delivered a final recommendation to the City of Mount Dora City Council or until the Sunset as set forth herein, whichever occurs first. 

Sunset

The Advisory Committee shall sunset six (6) months from the adoption of this Resolution without further action of the City Council; however, if determined to be in the best interest of the City, the Term of the Advisory Committee may be extended through the adoption of a subsequent Resolution by the City Council.
