There are several ways to check to see if your property is within the city limits. You can look on your property tax receipt and:

2. Do I need a Notice of Commencement?

A Notice of Commencement is required if the value of work exceeds $2,500.

The Notice of Commencement must be recorded with Lake County’s recording office and then filed with the City of Mount Dora Building and Fire Prevention Services before the first inspection will be scheduled.

Exception: If there is a permit being pulled for mechanical change-out only and it is less than $7,500, then a Notice of commencement is not required.

3. How long is my permit good for?

Your issued permit is good for 180 days. (6 months) You will get another 180 days for each passed inspection.

4. When can I drop off my permit application?

The Building Department excepts permit applications between the hours of 8:00AM and 4:00PM. 

5. How do I register for online permitting?

At this time, only licensed contractors can pull certain online permits. Send your state license and workers compensation, showing the City of Mount Dora as the certificate holder, to buildingdept@cityofmountdora.com

6. Can I get an owner builder permit?

Owner builder permits are allowed, if the property is the owner's permanent residence and the owner is not planning on selling the property within one year of the permit being finaled. An owner builder exemption form is required to be read through thoroughly, signed, and notarized at the time the owner applies for the permit.

7. How many plans do I need to submit with my permit application?

As of June 1st, 2018, Mount Dora Building Department is requiring that any small projects that have documents that are 11x17 or under, to submit one plan per application. Listed below are a few examples of projects that will only need one plan:

1. What is an ISO rating?

The Insurance Services Organization (ISO) is the leading supplier of statistical data supplied to insurance companies nationwide to establish fire insurance rates. When this data is utilized, a lower rate defines a better premium on fire-insurance rates for both commercial and residential properties. Ratings can only be lowered by significant “measurable” improvements in the fire protection infrastructure, delivery of service methods, response times, adequate staffing, water supplies, etc.

2. What is the Mount Dora Fire Department ISO rating?

The Mount Dora Fire Department has an ISO (Insurance Services Organization) rating of 2.

3. Why do fire trucks with full lights and sirens go through red lights at intersections and then, after they go through, they turn off their lights and slow down?

Sometimes several units are dispatched to the same incident. When the first unit arrives on scene, they may assess the situation and inform the dispatcher they can handle the emergency. All other responding units are then cancelled and put back into service, ready to take another call.

4. Does the fire department fill swimming pools?

Neither the City nor the Fire Department will fill swimming pools. To have a pool filled, look in the Yellow Pages under Pool Sales and Service.

1. What are some of the areas the inspector will be looking for when performing an inspection?

2. Can I burn leaves and/or trash in my yard?

Only with a city-issued burn permit is open burning of any trash, lumber, leaves, straw, or other combustible materiasl allowed, and it may only be done at a minimum distance of 250 feet from any road or street; 500 feet from any residence, office, or retail structure; and 25 feet from underdeveloped woods.

The use of above-ground or enclosed barbecue grills for outdoor domestic cooking does not require a burn permit.

3. Does the Fire Department refill and recharge fire extinguishers?

No. That can be done by private companies that specialize in extinguishers. However, if you have questions about your extinguisher, or about home fire safety in general, please contact our Fire Inspector at (352) 735-7140 ext 2103.

1. Should I have a “Fire Escape Plan” for my family?

Yes. The plan should include 2 ways out of every room and every floor. It’s important to have a meeting place for family members and practice the drill monthly, or more frequently if children live in the home.

2. What type of fire extinguishers and how many are recommended for the home?

We recommend a minimum of one 5-pound ABC extinguisher accessible to the kitchen area. Always keep the fire in front of you with your back toward the exit.

3. How many smoke detectors should I have and where should they be placed?

At least one smoke detector on every floor and one in every bedroom.

4. How can I request firefighters for a school visit or public event?

Our Fire Department has a comprehensive approach to fire safety through education provided to business groups, nursing homes, medical facilities, residents, schools, day care centers, and community groups that are in need of prevention education. 1. Why does a fire truck show up when I call for EMS?

Our trucks are staffed with trained First Responders, Emergency Medical Technicians and Paramedics. Many times, the fire department is the first unit to arrive and able to provide critical care until an ambulance is on scene.

2. How do I obtain a copy of a report?

Fire and motor vehicle accident reports can be emailed, faxed or picked up from the main station. The address, date and time of the incident is needed to obtain the report.

Medical reports can only be released to the patient and proper identification must be provided at the main desk of the Fire Department Administrative Office to pick up the report. Medical reports cannot be emailed or faxed.

3. What other responsibilities do firefighters have other than fighting fires?

Firefighting comprise only a small percentage of calls we respond to. Over seventy percent of emergency responses are calls for medical aid, vehicle accidents and other medical trauma. Other calls for emergency response involve hazardous materials releases, response to fire alarms and other calls for public assistance.

The firefighters spend quite a bit of time maintaining equipment, testing hoses, doing routine public safety inspections for businesses, taking training classes, cleaning the fire station and writing incident reports.

4. Why do I see firefighters at stores when they are working?

Firefighters work a 24 hour shift and must be ready to respond to an emergency at all times. Therefore, firefighter’s meals are eaten in the station. Firefighters are permitted to go to the store during the day to purchase items needed for these meals.

Many other times Mount Dora Fire Department vehicles are at local businesses on official business such as inspections, performing training or education, or even answering questions or complaints. There are many public services performed by your fire department on a daily basis.

Finally, firefighters also routinely shop for needed fire department supplies and equipment.

1. Where is the Mount Dora Community Building?

The Community Building is located next to City Hall at 520 N Baker Street. It consists of an upper level auditorium and a lower level meeting/activity hall. It may be rented by contacting the Parks & Recreation Department at (352) 735-7183

2. Who do I contact to reserve/rent City parks and/or buildings?

3. Who do I contact to purchase a cemetery space in the Pine Forest Cemetery?

The purchase of cemetery spaces in the Pine Forest Cemetery is handled through the Parks & Recreation Department, located at 900 N Donnelly Street, or you may call (352) 735-7183. Burial spaces cost $1200 each for City residents; and $1800 for non-residents. Above ground niches for cremated remains cost $800 each for City residents, and $1200 for non-residents. 4. How do I get information placed in the kiosk at Donnelly Park?

The City Council passed Resolution 2000-03 which established rules for placing information in any City-owned kiosk. Information must be related to either a City-sponsored program, activity or event, or a City-based not-for-profit program, activity or event. All information must be reviewed by the City Manager prior to placement in the kiosk.

5. Who do I contact to schedule a special event?

Christopher Carson, Cultural & Special Events Coordinator, coordinates all events held within the City. To hold a special event, organizations must complete a special event application and schedule the use of any necessary City parks or facilities. Once the application has been completed, it is submitted to the City Council for approval. In addition to an administrative application fee (based on the estimated size of the event), sponsor must also pay for any services provided by the City police, fire and public service departments. All fees are due prior to the event. Deadlines for submittal are also based on the estimated number of attendees to the event with the shortest deadline being 90 days prior to the event. 2. Why is the city replacing trees in downtown Mount Dora?

The following frequently asked questions are related to the recent discussion of tree replacement in downtown Mount Dora.

1. How many oaks (laurel and/or live) were removed on 4th between Donnelly & Alexander?
4 Laurel Oaks were removed from north side of 4th Ave. west of Donnelly. They will be replaced with 4 Live Oaks.

A. Live Oaks have a life span of 200 years. They can reach 60' ht. and 60'+ spread, with trunk diameters of several feet. They do not tolerate being planted in spaces that cripple their health by restricted space for roots or canopy growth, or that require unnatural and abusive pruning.

B. Planting area: Minimum 100 sf. This concerns the amount of space for healthy root growth and surface area for air/water exchange. This should be a minimum of 200 to 333. That said, Live Oaks planted in too limited spaces will suffer, under perform, and decline. So, even if you want to push the envelope, which has been done in the project, it would not be wise to allow any less than 100 sf of planting area.

C. Utility clearance: Minimum 20'. This is a public health, safety, and welfare issue. Planting Oaks near any overhead utilities is irresponsible for both the trees and the utilities. Utility companies routinely butcher trees that have been planted too close and grow into their lines. Landscape professionals know that 30' is the minimum horizontal distance from overhead utilities, but Mt. Dora has pushed the limit on that already to 20' +/-. This is also the recommended minimum for any underground lines, because of the potential to have to excavate any underground utilities for repairs.

D. Building clearance: 15'+. We cannot allow trees to grow against buildings, causing maintenance and liability issues. 15' is actually too little for a species with a 60' spread, but in design, landscape professionals consider opportunities for creative (but proper) pruning that will allow the canopy to be "lifted" over time, to fit a given space.

E. Street light clearance: Minimum 15'. Trees must not block lighting for public safety. Canopies can be lifted to clear lights as the trees grow, at this distance.

F. Visibility issues: Do not block signage. This must be considered for the sake of and the request of the downtown business owners.

Combining these factors provides a clear picture for how, why, and where Oaks can be planted. Logically, the available planting area, and the overhead and underground clearances that we must work with are what determines what we can plant where.

6. Are all of the oak replacements accurately reflected in the final plans?
Yes. The city can provide printed and electronic copy of the plans. The final plans can also be accessed in October 27, 2014 agenda packet online.

7. What will be the size range of the replacement oaks?
The new Live oaks are 20’ tall with a 12’ span and 6” min. caliper. Same as new live oaks planted in Phases 1 and 2.

8. Does the oak replacement quantity and size meet canopy mitigation requirements for removal?
We are in compliance with the code. There are no canopy mitigation requirements. The Public Works Department signs off on the site development permit which includes the trees approved removal and replacement. For large projects, commercial sites and subdivisions, tree removal is addressed through the construction plan approval process. The trees were evaluated by our design team and determined to meet criteria Section 90.150 of the Code of Ordinances. Specifically Section 90.150.b.2. was followed and the trees removed met this criteria. The City Council discussed this with the design team and approved the final plans as permitted. These are the same plans provided to and approved by the CRA Advisory Committee and City Council.

9. Was the public involved in the decision making for the downtown improvements?
Yes. The City Council, Community Redevelopment Agency Advisory Committee and city staff have held over 25 public hearings, public meetings and workshops and open houses to discuss the downtown improvements. This was combined with an extensive public outreach program to inform business and property owners of the details regarding the improvements themselves, traffic management and construction practices used in the process.

3. Why is Phase 3 work being done is sections?

Phase 3 work is beginning in April and is being completed in three sections (A, B, C) to ensure traffic can flow through the intersection of 4th Avenue and Donnelly Street.

This will ensure that the downtown area is safe for vehilces and pedestrians during the consturction period.

4. Why is this construction necessary?

Phase 3 continues the replacing of deteriorating water, sewer and storm water lines as well as storm inlets to reduce flooding and provide more reliable service for the future. The project also includes wider sidewalks, paver crosswalks, new landscaping, irrigations and streetlights in order to create a more customer friendly environment.

5. Will downtown be accessible during construction?

Yes! Pedestrian access will remain open to all businesses. Some streets will be closed to vehicular traffic (continue to check this webpage for updates), and plenty of parking is available (see map located on the project webpage).

6. Will there be night work?

There may be water line tie-ins be performed at night to lessen the impact on traffic and service interruptions for downtown businesses.

3. What are my setbacks for a residential pool and pool enclosure?

Setbacks for swimming pools and pool enclosures are five (5) feet from the rear property lines. The side setbacks follow the requirements of the underlying zoning district. On lakefront property, the minimum setback is 25' from the control water level. However, no pool or pool cage shall encroach in any easements.

4. Are tall buildings allowed in downtown Mount Dora?

No. The downtown commercial district is zoned C-2. This zoning restricts building height to 35 feet with a greater restriction of 25 feet within 100 feet of Lake Dora. There are very strict protections within the comprehensive plan, zoning code, and historic preservation regulations that require buildings to be consistent and compatible with the existing downtown commercial district. 1. Where can I get a tree removal permit?

Tree removal permits are available online or from the Public Works & Utilities Complex located at 900 North Donnelly Street.

The City’s tree removal permitting process is changing due to new State legislation.

Under the new law (CS/HB 1159), if a property owner obtains documentation from an “arborist” certified by the International Society of Arboriculture or a “Florida licensed landscape architect” that the tree presents a danger to persons or property, the City may not require a notice, application, approval, permit, fee, or mitigation.  Additionally, when a tree is pruned, trimmed, or removed in accordance with the above, the City may not require the property owner to replant.  Inquiries regarding trees that have been removed in accordance with CS/HB 1159 will be directed to the City’s Code Enforcement Officer.

Residents who wish to remove trees without documentation from a certified “arborist” or “Florida-licensed landscape architect” will still need to submit a Tree Removal Permit to the Public Works Department for approval prior to removing the tree.  Violations of this process will be referred to the City’s Code Enforcement Officer for action and, under the provisions of the Code of Ordinances Chapter 90, shall be subject to a fine of up to five hundred dollars ($500).

2. Why are fire hydrants painted different colors?

City-owned hydrants are painted yellow as they are tested by the city.

Private hydrants, which are tested and painted by the owner, are painted silver.

The City's Public Works department will display a temporary overhead advertising banner across a city street upon the completion of an Overhead Banner Permit Application. A Right-of-Way Utilization Permit is required for addition or alteration of a driveway on private property. The permit application form is available on line or from the Public Works & Utilities office at 900 North Donnelly Street.

City-owned hydrants are painted yellow as they are tested by the city.

Private hydrants, which are tested and painted by the owner, are painted silver.

1. How do I get my utilities turned on or off?

Please complete a Residential Application Form. The completed form and a deposit must be received by Customer Service at 510 North Baker Street before service will be turned on. Call (352) 735-7105 to find out the deposit amount for your location.

3. How do I get a Business Tax Receipt?

Application for a business tax receipt may be made at the Customer Service Department, City Hall, 510 N Baker Street. You must first obtain your County Business Tax Receipt.

4. Where can I apply for car wash, garage, carport, or yard sale permits?

Car washes are not permitted within the City limits. Yard sale permits (also known as garage or carport sales) are available through the Customer Service Department, located on the 1st Floor of City Hall, 510 N Baker Street. There is a $5.00 yard sale permit fee.
